PUBLIC WORKS DEPARTMENT- STANDARD SCHEDULE OF RATES 2022-2023

PROJECTS WING

The prime function of the projects wing is to construct Road Over Bridge/ Road Under Bridges (ROB/ RUBs) in lieu of existing Level Crossings in coordination with Railways under Railway Works Programme on 50:50 cost sharing basis to eliminate the vehicle retention time and ensure the safety of the public during train movement across Level Crossings.

In addition to this, construction of High Level Bridges (HLB), Reconstruction of narrow and dilapidated bridges, construction of Grade Separators, construction of Elevated Highways, Formation of Bypasses and Ring roads are also taken up by this wing under various state funded schemes.

The Chief Engineer, Projects wing heads the Unit with 4 Superintending Engineers at Circle level and 11 Divisional Engineers at Division level.

Functions:

  • Construction of Road Over Bridges and Under Bridges in lieu of Railway level crossings on cost sharing basis under Railway Works Programme.
  • Formation of Bypasses, Ring Roads and Radial Roads to decongest the traffic in major towns and Municipalities.
  • Construction of High Level River Bridges.
  • Construction of Elevated Corridors, Grade Separators at major urban locations.

SCHEMES BEING IMPLEMENTED

1. Railways Works Programme (RWP)

To reduce the retention time, traffic congestions and fatal accidents at Level Crossings, the Road Over Bridges/ Road Under Bridges (ROB/ RUBs) are being constructed. The Construction of ROB/ RUBs are undertaken by eliminating the level crossings having more than 1 Lakh TVU (Train Vehicle Unit) under Railway Works Programme in joint venture with the Railways on 50:50 cost sharing basis he approaches of the ROB/ RUBs are being carried out by the State Highways. The Railway portion is being executed by the Railways.

  • Under the Railway Works Programme, 89 spillover works were taken up by projects wing in 2021-22, out of which 44 works were sanctioned for execution for Rs.1345.75 Crore and remaining 45 works were sanctioned for DPR preparation/Preliminary works for Rs.338.5 Crore.
  • Out of 44 works sanctioned for execution, 2 ROBs have been completed at Rs.46.7 Crore and 22 works are in progress for a value of Rs.736.50 Crore. The remaining 20 works are in various pre-construction stages (Land Acquisition/ Estimate preparation) for Rs.562.55 Crore.
  • During 2020-21, an expenditure of Rs. 285.82 crore was incurred and Budget allotment of Rs. 901.65 crore has been provided for the year 2021-22.

2. State Funded Works

  • Under the State Funded Schemes, 116 spillover works (75 HLBs, 29 Bypasses/ Road Works, 8 ROBs and 4 Grade Separators/ Elevated Highways) were taken in 2021-2022 by projects wing, out of which 30 works (were sanctioned for execution for Rs.2207.18 Crore and remaining 86 works (53 HLBs, 7 ROBs, 24 Bypasses/ Road works and 2 Grade Separators/ Elevated Highways) were sanctioned for DPR preparation/Preliminary works for Rs.316.36 Crore.
  • Out of 30 works sanctioned for execution, one HLB at a cost of Rs.90.96 Crore and One Road work at a cost of Rs.1.97 Crore has been completed. 23 works (19 HLBs, 2 Bypasses/ Roadworks and 2 Grade Separators/ Elevated Highways) are in progress for a value of Rs.1980.89 crore and 5 works (2 HLBs, 1 ROB and 2 Bypasses) are in pre-construction stage at a cost of Rs.133.36 crore.
  • During 2021-22, the Government have accorded Administrative Sanction for preparation of Detailed Project Report for 2 Bypasses, 1 Elevated Corridor, 2 Grade Separator and 2 Road Over Bridges at a cost of Rs. 4.70 Crore.
  • During 2020-21, an expenditure of Rs. 351.02 crore was incurred and Budget allotment of Rs. 657.42 crore has been provided for the year 2021-22.
  • 3. TNIDB-PROJECTS PREPARATION FUND

    Detailed Project Report for 14 ROB/ RUBs, 9 HLBs and 2 Bypass is under preparation at a cost Rs. 6.88 Crore funded by Tamil Nadu Infrastructure Development Board - Project Preparation Fund.
